Food, Civil Supplies and Consumer Affairs Department, Bangalore Rural District
The Food Department is working under the National Food Security Act-2013 works towards creating a hunger-free India. does not suffer from food shortage and to implement the orders issued by the government from time to time to ensure that civil supplies (gas, essential groceries) are not in short supply and are available to everyone. In this regard, there is an office of the Deputy Director in Bangalore Rural District and it is working adequately under the leadership of the District Collector.
Annabhagya schemes:
1.Antyodaya Anna Yojana (AAY):
Families belonging to the lowest poverty line such as landless agricultural labourers, widow-headed households, households headed by HIV/AIDS patients with no fixed income, and households headed by elderly persons with no fixed income are included in the ambit of this scheme. Beneficiary families are entitled to receive 35 KG of food grains monthly through the fair price shop
2.Distribution of food grains to priority family (BPL) ration members:
The Government Order No.: ANASA/116/DRA/2015, dated: 25.03.2017 has prescribed 04 criteria for identification of Ration Card Holders as follows:
- All permanent employees, irrespective of salary, i.e. all families paying Income Tax/Service Tax/VAT/Professional Tax, including Government or Government-funded institutions or Government-sponsored Government-owned institutions/Boards/Corporations/Autonomous Institutions etc.
- Families owning 03 hectares of dry land or equivalent irrigated land in rural areas or families owning a RCC house of more than 1000 sq. ft. in urban areas other than rural areas.
- All households owning four-wheelers, except those who own a commercial vehicle i.e. tractor, maxicab, taxi etc. which they drive themselves for livelihood.
- Families with annual family income of more than Rs. 1.20 lakhs.
The government has set “Exclusion Criteria” that families eligible as above are ineligible to get PHH ration cards.
Accordingly, distribution of 05 kg food grains to each member of Priority Household (PHH) was started. From July 2023 to December 2024, instead of an additional 5 kg of Rice, Rs.170/- was transferred to the Family Head’s Bank Account through DBT. A Total Sum of Rs.209.06 Crores has been transferred through DBT in the district so far.
As per the Government Order, from February 2025, each beneficiary will receive a total of 10 kg of Rice (5 kg from Central Government and 5 kg from the State Government) at free of cost.

- A total of 375 fair price shops are operating in the district.
- Under the Annabhagya Yojana, 4,72,053 quintals of rice and 81,273 quintals of ragi have been distributed in the current year.
- From July 2023 to December 2024, instead of an additional 5 kg of Rice, Rs.170/- was transferred to the Family Head’s Bank Account through DBT. A Total Sum of 209.06 Crores has been transferred through DBT in the district so far.
- In collaboration with the Women and Child Development Department, 107 Transgenders have been identified in the district, and steps have been taken to distribute ration cards to 8 eligible people who have applied for ration cards under the Annabhagya scheme for the first time in the district in the year 2024-25. Ration cards will be distributed to the remaining Transgenders in the coming days, thereby realizing the mission of the Annabhagya scheme of “Hunger-free Karnataka”.
Results of Annabhagya Scheme:
The Annabhagya scheme has been successfully implemented in the district with the aim of creating a hunger-free Karnataka. Under this scheme, rice and ragi are distributed free of cost to ration card holders, thereby providing essential nutritional support to the ration beneficiaries, thus achieving the objective of the Annabhagya scheme to a large extent. Since the free distribution of food grains under the Annabhagya scheme has increased the purchasing power of the beneficiary families by using their labor for other essential needs of the family. Since the ragi purchased under the Minimum Support Price Scheme is being used in the Annabhagya scheme, the expected market is available to the local farmers, which has provided financial security to the farmers and also encourages local food grains. The benefits of the Annabhagya scheme have been extended not only to men and women but also to transgenders, and everyone in the society has been given equal rights to live as they wish. Overall, the Annabhagya scheme has been very helpful in providing food security to the ration beneficiary families, improving the standard of living and leading a dignified life.
